The switch has two sets of spring loaded copper terminals that actually "hang" inside. They are under load then the switch is put together. I had the same problem. Took the switch completely apart and found one set of terminals was out of position when the fork that contacts the terminals moved into the "headlight" position. I was able to fix and reassemble the switch with machine screws. It does work again. If they worked and now they don't, my guess is it is the switch.
