Need to gewtw the steerig buckle off. I loosened both bolts. Now what? ita Splined. Car is in Neutral. Help.

Try driving a flat blade screwdriver in the slot to open up the splines. You also might have to persuade the joint off the splines with a mallet or brass drift.
you need to take the bolt out ...it fits into a groove if my memory serves me correct.

You definitely have to pull the bolt out to disconnect the steering nuckle.
