Rear Tire Wear

I am getting some rear tire wear on the passenger side, outside of the tire,
but not the inside. I figure it's a camber adjustment, but I was told that
if I lowered the same side rear shock this would solve this problem. I
lowered it about 1/2" but it doesn't seem to matter. Any other idea's what I
can do ?
