I have removed all the shims and washers from the lower A arms, but still have about a 3/16" toe out. Is there any way to adjust/compensate without having to use custom arms?

Add shims to the rear only.

If I add shims to the rear only (across from the wheel) won't that give me more negative camber? I already have more than 1/2 degree there.
I would expect so too 
It should only be about 1/2 of the chamber as if you put same shims in both ends.
Just a thought, wonder if there was a difference between brackets that could result in the toe
If the camber is too negative with all of the lower shims removed, then you will need to replace the upper A-arms with the extended version that is available from some of the vendors.
