Just installed mine today & they were rubber; however, mine did not look like yours. The rubber was rather stiff & smooth on one side (side against the spindle)& hollow on the bearing side with a spring inset in the hollowed side facing the bearing. As far as re using, I would be hesitant unless it was a recent install and I was just making an adjustment. Yours appears to have been overheated and scored.
Quite a few Panteras use NO inner shields on the front wheel bearings. They are only 'dust shields' and might keep over-greasing from spraying grease on the inside of the rims and maybe the brake rotors. Our '72 L had none on either side when we got the car in 1980 and I never bothered to add them. Now at close to 100,000 miles on the OEM bearings & no trouble. YMMV- J DeRyke
