Can I install my new brass bushing in my rack next to the old plastic bushing without removing the whole rack assembly?

You can, but in my opinion, it is alot easier taking out the rack.
there are some tabs that hold the nut in place, that are a bear to get at. And if you don't get the tabs up, it will score the threads. And while you have the rack out, you can check the bearings, lube, etc. If you get the POCA mag, and all cat owners should. I think in the July issue, An article by Jack DeRyke tells it all. and you can't beat the master.
