Steering seized or notchy

Hi, my 74 model just got delivered to my shipper and he said the steering is very notchy, or seized.
he said you try to steer and it is locked and then when you pull real hard it turns.
is that something in the rack ? or could it be th steering colum ign lock ? the steering colum cover was also removed ??
any help would be greatly appreciated

The Column cover removed tends to suggest this was a prior problem and the ignition lock is engaged or at least partially.

With that cover off it is only two bolts to remove the ignition lock to check. The two shear bolts if not removed before will require a dremel cutter to grind a groove and enable them to undo with a flat screw driver.
