Looks like a removable engine cross memeber to me.

Does it mount under the oil pan? or at the rear most control arm mounts?

I'd say the front of rear A arms. If I remember right the rear is close to the rear box section and doesnt need the cross member

That is the one that mounts under the oilpan so you can remove the pan w/o pulling the engine.

AH thanks for the info I was eye balling that part and thought ?? I wonder what the removable looks like ? Now I know. mines a 73 and its not removable.
