A/C help needed

I redid my system to R134A moving the condenser to the front. Appeared to vacumn down without issue, however when I go to charge it the high side comes in where you would expect but cannot get the low side to come down. Will not cool. Everything in the system is new except for the evaporator. My only thought is a possible problem with the expansion valve.

Any thoughts of where to check would be appreciated.
