Is there some way to replace that short heater hose that leads to ankle scalding upon failure, without draining the whole cooling system? Or without having to word with lightning speed in the removal and replacement operation?

You could buy a pair of Hose Pinch Pliers and pinch the heater hoses where they enter from the engine compartment side.

You could use them to install some inline cutoffs while your down there too.

Those valves are available with little drains too. Just like the one in the image above but with a little nipple and cap sticking out the side.
After installation you could drain your heater circuit by removing a small brass cap instead of undoing hose clamps and stuff.
Got to use two so there's an ability to vent.
