Legislation has been introduced again in the California State Assembly to repeal the state's current rolling emissions test exemption for vehicles 30 years old or older. A.B. 2683 repeals the current exemption and replaces it with a provision requiring the permanent testing of all pre-'76 vehicles. The person behind this new bill is Assemblywoman Sally Lieber (D-District 22). Legislators are desperate to blame anybody or thing for their failure to meet air quality goals and the old car hobby is a convenient scapegoat. Ha, I thought I sniffed some legislation around a couple weeks ago. This is your hard earned tax dollar at work. All other states watch out, they love following in the footsteps of CA!
CA already has over 42,277 Vehicle Codes and much more if counting sub codes. It is important to note that if this legislation passes, even if your car passes clean at the pipes, you still must pass Code 27156 (b) noted in the link below. This occurred with my 1985 Maserati Biturbo, in that it passed clean at the pipes, but the engine setup was questionable to the smogger and then the state referee. I had to spend almost a week away from work to settle things with the state referee about the engine setup. Mind you, this was a car that had not been modified in any way. So if this legislation passes, us CA folks better ensure our engines are pure stock with all the required smog gismos. And even then, you can be sure you will be hassled as I was just because you have an unusual car.

It is amazing how we have to fight this type of stinking legislation almost every year or so in CA. What there should be is legislation that disallows legislators from attempting to pass something that has already been beaten down. But I guess this pays their salary from our hard earned taxes, otherwise what else would they have to do with themselves? I read that Arnold is attempting to clean up this excess waste at the state level, and I hope these types of repeated useless legislations are eliminated. Kick but Arnold or move over!

Saw in the LA Times today about the intent of this law, and it basically states it is to get rid of our old "clunkers" (includes our Panteras), and make those people purchase newer cars. Seems it is backed real strong by Arnold, still looking for financing though. But my experience with Arnold is that what ever he starts or supports, he gets. I suppose we will see. It's kind of funny but sad too, just got my latest PI and I see all these photos of real nice Panteras with modified engines.
