is there a special type/brand of hydraulic fluid to use in the steering rack?

Whatever you use in the ZF is fine. I have all the known overhaul and parts manuals for our Cam Gears rack & pinion, and none of them mention special fluid, just 75W90 or 80W90 gear lube.
Marlin is correct that the currently agreed refill for the steering rack is a grease.

I've seen 00 grease used as well for steering boxes/gears. It's more fluid than 0 grease (see chart below). I have an older Alfa Spider and folks use 00 grease in the steering boxes. I plan to use it my Pantera as I go through various maintenance items this winter. Some more info on 00 grease below that may be helpful.
