Hello again,
The metal spacers located just below the chrome securing nut on the wipper pivot arm shafts are apparently frozen to the shafts. This is probably because of the two different metals Aluminum/Steel in contact here. Besides cutting a vertical slot in the upper spacer to split it off, has anyone had any experience in this situation. Also when in operation should there be any movement in the pivot arm assembly as the cable rotates with in it? In this case they do and I suspect this can be attributed to the spacer being frozen in a position allowing it move and can not be further tightened down by the nut.

Any way just in case anyone is interested or may experience this in the future, this is what solved the problem. We created a heat fence around the pivot shafts so as not to burn the body paint and continued spraying penetrating oil between the shaft and the spacer. Then with a braising torch applied heat to the spacer and WaLA!
