Have checked with ohm meter microswitchene, and adjusted the stop.
If I switch the lights on when the lights are way down, and microswitch is engaged, the fuse blows.
I manually crank up the lights, to disengage the microswitch. The lights turn on but the motor does not rise the healight buckets. Fuse does not blow.
I turn off the lights, the lights turn off and the headlight buckets closes and the fuse is intact.
My assessment is that the electric motor is ok, it works without problem when the lights are turned off. Think micro switches are working properly, you hear a click when they are engaged, and ohm meter shows that they break the flow.
Relais ?

Have you checked out the relay? It works the up/down by reversing polarity of the wires to the motor when it throws. Might be stuck inside and causing your issue. The area it's mounted in is known to get water from leaky windshields. At least mine did.

Or maybe one of the feed wires is shorted to ground? It wouldn't be a problem when the wire is negative, the motor would work fine, but when the polarity is reversed...
The hot lead going into the headlight motor connects via a ground lug that is NOT grounded using a weird little bakelite standoff that can (and has) cracked and/or soaked up rainwater, allowing partial shorts. The apparent function of the lug-and-stand-off is only to support the little motor wire. In the doors (same motor & gearbox), the motor is grounded so the stand-off is not present but in the headlight system, the motor must be ungrounded to work in both directions.
On any Pantera that comes thru my shop, I disconnect the wire, throw the lug and standoff away, hook the wire from the loom to the motor wire directly using an insulated double-female spade connector and use a tie-wrap around the motor to hold the wire from vibrating. This may not be part of your particular problem but I recommend doing it to avoid future trouble in the area.
