Oil inside Crank pully?

I have oil pooling inside of the crankshaft pully. I pulled the balancer and pully to replace the front seal and found that the rear and outside of the balancer/pully assy are dry of oil. I am changing the seal anyway at this point but I am wondering where this oil came from. Can it come from the center balancer bolt thru the threads? Any thoughts?

i have had oil leak through the key way !
what I do now is the big flat washer.... use some sealant on the face of it, that way later on it can still come off easy.
