Yes, it is for the bearings.
And for shock spring compression, and stub axle removal, and A-arm bushing removal, and ball joint removal, ....
No ZF tools in this kit. I am not aware of any Ford Rotunda ZF kit.

The shock spring tool operating procedure was pretty unclear with it sitting in my hand.
But once I had a shock free of the chassis, I found it pretty self-explanatory.
