Not an upgrade; probably a DOT mandate. The center or 3rd outlet in Ford-sold US cars is covered by the little angular seatbelt warning light holder, which also mounts the console gauge light. If you unbolt the dash & then remove this mount, bingo-the hidden 3rd outlet! Note-all these outlets I'm speaking of are facing fwd, not up. Incidently, one "upgrade" anyone can do for better AC flow, is replace the foam insulation squares between the outlets and the evaporator case behind it- there is normally a horrible alignment mismatch between the holes in the case & the outlets in the dash, plus the stock foam that only does an indifferent job of alignment when new, is normally rotted away from 20-30 yrs of aging.
