Do a search, I and others have posted instructions on re-sizing photos on several occasions.

If you're using microsoft paintbrush to edit the photo file, which is the default program in microsoft, use "image - shrink/skew" to "shrink" the photo a certain percentage. Shoot to make the photo about 640 pixels wide, the height is not so important. You can determine the width by using "image/attributes". Once you shrink the pic size, save the file as a JPEG file, which is a data compression system; go to "file - save as".
