a kit car is a tricky item. the year of the car (emmission contols) is done by the year of the engine. so the best bet is to use a motor from a 66 mustang with no emmissions the after its registered put in the motor that you really want. this is my understanding of how the state of california does it.
I've heard when kit cars were first out a few people, none I know, who had contacts with a police friend did the following:
Determine what series of VIN #s were used on the car your were trying to license as an original. Find a number that did not show up as currently registered. Stamp THAT number somewhere on the frame as the factory would have done it. Indicate the original plates were destroyed.
