speedo needle shakes under 30MPH but smoothes at higher speed- put graphite lube in at transaxle- no change- do I need lube at speedometer or is it another issue?

Cable is just worn, change it.
Try lubing the back of the speedo (where the cable enters the speedo housing).

You can remove the metal inner cable from the sheath without removing the entire cable from the car. Every 5 years or so when my speedo gets bouncy at low speed I remove the inner cable from the speedo side. I clean and soak it with degreaser and a final clean with brake cleaner. I than recoat it with silicon grease and re insert it back through the sheath. This method has worked well for me and saves the cost and aggravation of fitting an entire new cable.
The old grease gets really thick and gummy. Its 40+ years old.
I removed the cable connection at both ends (behind the speedo & at the ZF) and shot a spritz of WD40 down the sheath in both directions. The solvents in the WD40 soften up the grease. It resolved the bouncing needle.
