There is no specific seal kit for the Pantera brake OR clutch master cylinder (you didn't specify which). The brake master came in two different bore sizes. Some prople have dug out parts from other cars that were made to fit, but since 32 years may have gone by, brake fliud changes are rarely done as recommended and rust pits abound in such iron masters. Home-honing is rarely successful since it tends to bell-mouth the cylinder unless done very carefully, so afterwards, your 'fixed' cylinder leaks. Finally, OEM brake cylinders are readily available but the manufacturer Benditaila only sells them complet with a new vacuum booster (same as the 308-series Ferrari), for many more dollars more than a Pantera vendor charges for a conversion unit. Even these are sometimes not a true drop-in, as the short pushrod between maser cylinder & booster is often too long. This teads to brake lock-up when the system is hot. Others have an internal plastic guide-bushing in the adapter plate that swells a little, gripping the short pushrod & dragging the brakes. For the clutch, there are trouble-free stainless or anodized aluminum master cylinders but zero OEM units.
