Yeah I have the same problem but I don't drive at night so I haven't bothered to fix it yet. From what I have found out, there is a pair of switches located next to the driver side headlight bucket, that you access in the front trunk up by the radiator. Both switches have adjustment pads and both have to be adjusted to turn off and on at the end of their travel. If you look up there you will see what I am talking about. But that may be what is going on, if you can lower the headlights by hand and it acts smoothly, it is one of those two switches that isn't clearing.
Sounds like just about every conection is dirty, jiggle the wires at the limit switches while jogging the down switch. If something moves, you will probobly find a bad connection before you find a bad switch. If I had to start digging in I would check to see that we have power coming out of the dash mounted switch...then i would check to see it i had it out to the limits. A pointed test light with a sharp tip will poke through the wire insulation and read voltage. Remember...it is probobly somthing simple.
