I'm not familiar with Picasa editing software, but I can point out the general principles.

Resizing a photo can mean two things:

(1) Shrinking the physical size of the photo so it fits the computer screen better (measured in pixels)

(2) Reducing the size of the image file (measured in KB)

To shrink the size of the photo you will open it in your photo editing program and use what ever tool is available to "resize" or "shrink and skew" the photo. Reduce the size of the picture so the width of the photo is somewhere around 640 to 800 pixels.

Afterwards to reduce the size of the image file you'll select "file" and "save as" and select JPEG for the file type. JPEG is a data compression program and it will reduce the size of your photo file. Depending upon what software you are using, there should be a way to select the amount of data compression, this will be expressed as DPI (dots per inch). For photos that will be posted on the internet, or on your computer screen, you want to reduce the DPI of the pictures to 72.

Even if the image file is already a JPEG file, if it is too large to "upload" you'll need to process it with your photo editor and "save as" a JPEG which will reduce the DPI and reduce the file size.
