The Pantera uses two fans simply because of the shape of the radiator, its wider than it is tall. If the radiator were square in shape the Pantera would use just one large fan. If you look at the situation that way, there's no reason to turn the two fans on at different settings (in stages). It was common in the Euro auto industry back in the days of simpler controls (i.e. when the Pantera was new) to turn dual radiator fans on & off simultaneously. Its easy enough to rewire the relay controls so that one temp switch mounted in the inlet tank controls both fans (relays). The icing on the cake is utilizing a M22 switch with settings complementing the settings of the thermostat in your car. The fan shall actually turn-off during cruising at highway speed, and turn back on during stop & go driving! Straight forward, simple engineering that works like a "normal" car, like it should have 45 years ago.
