I have just drilled my ring bolts for safety wire and will torque them and install the wire when I have finished my special ZF torque wrench tool.

I know that the recommendation in the manual is to use Loctite, and I assume this is what was done at the factory.

I removed one bolt at a time, drilled it and installed it again.

When I removed the bolts most bolts could be removed using the fingers after looseing them with a box wrench, but two or three felt like they had Loctite on the threads and I had to use the wrench almost all the way.

What is the recommendation, wire or Loctite, and what is normally used on a rebuild?

Personally I feel safer using wire.

Bear in mind the safety wire doesn't hold the bolts tight, it keeps them from backing out, shearing bolt heads, and giving you a multi-$$$ repair bill.
The loctite holds the bolts tight, keeping the gear tight and meaning you don't need the safety wire - that is, if you believe in theory always holding true and nothing ever going wrong.
Therefore the obvious, and correct, answer is to use both :>)))
First of all the old ring gear bolts came loose becase of the serrated head bolt, look under the head and you will see, what is happening is you have two hard surface's the bolt and the diff housing, well the serrated head bolt is suppost to lock up on the diff but the harden surface is brittle so over time the bolts back out. If you ever work on a race car gearbox Hewland ect. It comes with a big warning DO NOT RE-USE OLD BOLTS on the new ring gears, because they strech and loose there strength, on the the ZF bolts you also have the serrated head to add to the problem. New bolts, red locktite, lockwire, it's the best and cheapest insurance you can buy.
