Cleveland blocks have the timing chain cover cast as part of the block and use a flat steel plate as a cover. Windsor blocks use a 2" thick aluminum cover over the timing chain that the water pump mounts to. The thermostat housing on a Cleveland bolts to the block parallel to the deck on top of this cast in timing chain cover. This means that the intake manifold is 'dry' (no coolant running through it). On a Windsor, the thermostat housing bolts to the intake manifiold, and it's perpendicular to the deck surface of the block. This is a 'wet' intake manifold. There are other distinguishing features, but these will immediately smack you in the face!

from the rear of the block, which is easier to view in a Pantera, the rear lifter valley bulkhead, or intake manifold gasket surface, curves inward on the Cleveland & outward on the Windsor. The Cleveland has an "innie" and the Windsor has an "outie".

Since the Windsor is manufactured in Canada, occasionally you'll find a maple leaf stuck to a Windsor block.
